I foster and volunteer for a min pin rescue . Their Necks are the same size as the head and can slip out of a collar in a heartbeat . On my own and my fosters I use a collar for holding tags all min pins or dogs should wear there tags and an ID tag . Then for walks or outings out of the fenced yard I use harnesses on all the min pins . Its just safer that way
if you want to use a collar check out Martingale type collars . i myself dont like them i feel safe with the collar for tags and the harness .

  2. my dog had a problem with her throat because she was the runt and because previous owner we got her from would walk her with a regular collar for walking and she would pull on her neck…i would recommend a harness that would go across the chest a belly for small dogs and big

try both and see what works best for you. I would just keep both, so just in ase you ever need a harness instead, it's there for you. Where we got my dog, they said harnesses are better for training because you have more control over them.
